Vuk Mirčetić holds a PhD from the Faculty of Applied Management, Economics and Finance, and is a PhD candidate at the Faculty of Organizational Sciences of the University of Belgrade, Serbia. His exceptional performance is evident in both programs, where he passed all the exams and acquired a maximum average grade, which is 10 in the Republic of Serbia. Through additional informal education and lifelong learning programs, he has successfully participated in more than 200 training sessions on various topics organized by eminent domestic and foreign institutions and organizations, such as the University of Oxford, Russian Federal Agency for Youth Affairs within the Government of Russia, Council of Europe, International Republican Institute, Konrad Adenauer Stiftung, British Council, American Councils for International Education, Organization for Security and Cooperation in Europe (OSCE), Standing Conference of Towns and Municipalities, Chamber of Commerce and Industry of Serbia, Youth of JAZAS, certain ministries of the Republic of Serbia, plenty of organizations, companies and others.

He earned web and graphic design certificates, which he obtained after successfully completing certified training and passing an exam at a licensed Adobe training center. He has also been an e-business manager since 2012, when he completed a certified program under the auspices of the Ministry of Culture of the Republic of Serbia.

Current leadership positions

Prof. Dr. Vuk Mirčetić is an Assistant Professor and Head of the Center for Project Development at the Faculty of Applied Management, Economics and Finance, Belgrade, University Business Academy. He is the CEO of the Institute of Law and Finance since 2015.

Due to his commitment to motivating students and endeavoring to assist them in achieving their full potential, in 2025 he created Klub 10, a non-formal network that gathers all students who have passed the exam that he held with the highest grade. In 2024, he was elected president of the Society of Serbian-Indonesian Friendship “Nusantara”. “Since 2019, he has been teaching at Business Academy in Belgrade. He also holds leadership positions within the World Intelligence Network, having been the president of the PolitIQal Society since 2013. Since 2011, he has been the supervisor of the Serbian Intelligence Network since 2011. Since the same year, he has been president of the humanitarian organization Development Center. He has actively engaged in various positions related to different scientific journals and international scientific conferences.

Teaching at the University, lecturing and academic activities

Prof. Dr. Vuk Mirčetić started his academic career in 2017 as a teaching associate at the Faculty of Applied Management, Economics and Finance. In the academic year 2019/20, he became a teaching assistant for the narrower scientific field of general management. In 2024, he became an Assistant Professor for the narrower scientific field of general management.

At the moment, he is in charge of the following subjects for all graduate levels, Bachelor’s, Master’s, and Doctoral: Human Resource Management (Bachelor), Organizational Behavior and Corporate Security (Bachelor), Company Organization (Bachelor), Human Resource Management (Master’s), and Integral Planning of Human Resources (Doctoral level). He also meets the requirements to mentor graduate and Master’s theses and Ph.D. dissertations.

He has been a certified international lecturer and licensed educator since 2007. In 2018, the Republic of Serbia accredited him as a lecturer by the decision of the Minister of State Administration and Local Self-Government of the Republic of Serbia. Since February 2019, he has been on the Permanent List of Lecturers and Other Training Providers of the National Academy of Public Administration in the following areas: Training of Trainers, Management in Public Administration, Public Administration System, Personal Development and Skills, and Management of International Development Assistance and European Union Funds.

The Congress | Council of Europe

The Government of the Republic of Serbia appointed Prof. Dr. Vuk Mirčetić as a member of the Delegation of the Republic of Serbia to the Congress of Local and Regional Authorities of the Council of Europe, where he was elected and served as one of the Vice Presidents of the Governance Committee and Deputy Spokesperson for Gender Equality.

The Congress of Local and Regional Authorities is an institution of the Council of Europe responsible for strengthening local and regional democracy in the member states and assessing the European Charter of Local Self-Government application. As the voice of Europe’s municipalities and regions, it fosters consultation and political dialogue between national governments and local and regional authorities through cooperation with the Council of Europe’s Committee of Ministers. The Congress has 306 representatives and 306 substitutes, comprising two chambers: the Chamber of Local Authorities and the Chamber of Regions. Prof. Dr. Vuk Mirčetić, as a representative of the capital city of the Republic of Serbia, City of Belgrade, was a member of the Chamber of Regions, composed of representatives of regional bodies at a level between the central government and local authorities and enjoying prerogatives either of self-organization or state-like powers. He was elected as one of the Vice Presidents of the Governance Committee, which is responsible for matters within the statutory mandate of the Congress, such as governance, public finance, cross-border and interregional cooperation, and e-democracy, as well as collaboration with intergovernmental bodies.

He was appointed by the Congress Bureau, the highest executive body, as the Deputy Spokesperson for Gender Equality, which is crucial in promoting and ensuring equitable treatment and opportunities for both genders within local and regional governance.

His dedication to representing Serbia’s interests on the European level can be observed through his active participation in all plenary sessions, delivering at least two speeches every plenary session regarding the future of Europe, and examples of good practice from Serbia. Moreover, his commitment to Congress is further demonstrated by his attendance at all committee meetings.

The City Council | Belgrade City

Prof. Dr. Vuk Mirčetić served as a City Councilor of Belgrade, the capital city of the Republic of Serbia. The City Council is the highest executive body of the City of Belgrade. It coordinates the functions of the Mayor and the City Assembly and controls and supervises the work of the City Administration. The City Council is responsible for representing the interests of residents and ensuring that the city functions effectively and efficiently. This body comprised the Mayor, Deputy Mayor, and 13 members.

In addition to regular duties within the competence of the city council, he regularly maintained direct communication with citizens because people are the priority. Besides, he was the coordinator of project BG PRACTICE (in Serbian: BG PRAKSA), the program that has been implemented since 2010 in cooperation of the University of Belgrade Career Development Center and the City of Belgrade, aiming to provide practices for students in City Council, City Administration, Secretariats, city municipalities in Belgrade, but also enterprises and cultural institutions founded by City of Belgrade. He was a vice president of the Organizing Committee of European Heritage Days in Belgrade. He was also a member of diverse working entities, such as the Capital Investment Commission and Employment Council, and conducted other activities entrusted by the mayor.

The National Assembly

Prof. Dr. Vuk Mirčetić was elected to serve as a Member of Parliament in the twelfth convocation of the National Assembly of the Republic of Serbia. The National Assembly is the supreme representative body and the holder of constitutional and legislative power in the Republic of Serbia, responsible for enacting laws, determining government policy, and supervising the work of the executive branch. It operates as a unicameral parliament with 250 members elected through a proportional representation system.

He delivered 30 speeches in plenary sessions of the National Assembly of the Republic of Serbia and participated in 100 committee sessions, achieving the third-highest attendance record of all members of Parliament in the twelfth convocation.

During his mandate, he was a member of the Committee on Constitutional and Legislative Issues, a member of the Culture and Information Committee, deputy member of the European Integration Committee. He had the privilege of being the president of two Parliamentary Friendship Groups, Angola and Malaysia. He was a member of the Parliamentary Digital Security Network and the Global Organization of Parliamentarians Against Corruption (GOPAC), an international network of parliamentarians dedicated to good governance and working together to combat corruption and uphold the rule of law.

International cooperation

International cooperation is a cornerstone of mutual understanding, science, and culture. Prof. Dr. Vuk Mirčetić demonstrates this principle through his engagement in diverse activities in the international context throughout his career, including during the mandate he served as a Member of Parliament and City Councilor or in his career before and through non-governmental organizations he chaired in the past and at the moment.

His current role as president of the Association of Serbian-Indonesian Friendship “Nusantara” illuminates his commitment to strengthening the traditionally good relationship between Serbia and Indonesia. Along with the Ambassador of Indonesia, H. E. Mochammad Chandra Widya Yudha, and other members of the Association, he promotes mutual understanding and collaboration in diverse areas. One of the most influential activities is the creation of the Day of Serbian-Indonesian Friendship, a significant milestone in international cooperation, which was first celebrated on 23 June 2024. His efforts in developing the Serbian-Indonesian relationship started during his mandate as a Member of Parliament when he was one of the members of the Parliamentary Friendship Group with Indonesia. During that period, he was the president of two Parliamentary Friendship Groups – with Angola and Malaysia, and a member of Parliamentary Friendship Groups with different countries such as Russia, the United States of America, China, Korea, Armenia, Algeria, Azarbajdzan, Egypt, Greece, Germany, Hungary, Iceland, Malaysia, Morocco, Mexico, Slovenia, Turkey, and others. He assisted in the process of installation of a monument to Dr. António Agostinho Neto, Angola’s first president and a revered nationalist leader, who dedicated his life to the liberation of his country from colonial rule as the final and crown project of the Ambassador of Angola to Serbia, H. E. Alcino dos Prazeres Izata Francisco da Conceicao. The proof that friendship and cooperation with different countries do not conclude with the end of his mandate is best exemplified by his ongoing collaboration with many of the mentioned countries.

Being a member of prominent organizations such as the Association for Culture, Art, and International Cooperation “Adligat”, the International Police Association, and others also demonstrates his dedication to international dialogue and cooperative ventures that advance scientific inquiry and social responsibility. Prof. Dr. Vuk Mirčetić continues to advocate the ideals of international cooperation, remains committed to building international bridges in the scientific environment, and is open to cooperation.

Other roles

Until his mandate as a Member of Parliament was confirmed, he was engaged in the City Municipality of Voždovac. He began working in the City Municipality of Voždovac in February 2014 as an advisor to the Mayor. From February 2017 to August 2020, he was President of the Employment Council of the City Municipality of Voždovac and, together with his team, achieved notable results in reducing the unemployment rate in the City Municipality of Voždovac territory. He was also the coordinator of the Days of European Heritage in Voždovac. From 2018 to August 2020, he served as the president of the School Board of the Elementary School “Jajinci”, and during that period, the improvement in the work of employees was noticeable, which also resulted in the improved success of primary school students. During this period, he was also a lecturer for several educational organizations, such as the European Training Academy for project proposal development and the Teaching Center of Informatika AD. In 2009, he founded the Curling Club “Vukovi “and was its first president from 2009 until 2020.
